Biography





       Thomas Whyatt has been an authority in the environmental and land use fields since his appointment as the original Hudson Riverkeeper in 1973. Mr. Whyatt has assisted in the drafting, implementation and enforcement of environmental regulations at the local, state and federal levels. He received an Environmental Quality Award from the U.S. Environmental Protection Agency for directing the nationally renowned Natural Resources Defense Council's environmental compliance program.

       Representing the regulated community as well as public interest organizations, he has provided land development and regulatory expertise to many municipalities in the region, including the Towns of Philipstown, Lewisboro and Mamaroneck and the Town and Village of Ossining.
       He helped draft the Steep Terrain Law recently adopted in the Town of Phillipstown and Wetlands legislation enacted by the City of White Plains. He has also advised The Westchester Land Trust, Hudson Highlands Land Trust, Park Hill (Yonkers) Land Conservancy, individual landowners, and private citizen groups participating in the municipal land use regulatory process, with special emphasis on matters before Planning Boards and Zoning Boards of Appeal.

       Mr. Whyatt is General Counsel to White Plains Concerned Citizens for Open Space. Other not-for-profit clients have included the Appalachian Trail Conference, Storm King Art Center and Mount Kisco Day Care Center. He has also served on the New York State Open Space Plan Committee and, working with public interest organizations, has helped negotiate the acquisition by New York State of small and large wilderness tracts totaling more than 6,000 acres. A 1965 graduate of Harvard University, Mr. Whyatt received his J.D. Degree from University of Minnesota Law School.
