Biography

      Mark S. Tulis heads the firm's real estate tax and condemnation and bankruptcy departments. Mr. Tulis is a panel bankruptcy trustee for the United States Department of Justice, Southern District of New York and is a recognized expert in the areas of real estate tax, condemnation, bankruptcy law and industrial development agency matters. He has represented clients as diverse as the Port Chester Industrial Development Agency, Consolidated Edison Company of New York and United Water in tax matters. Mr. Tulis tried perhaps the largest tax reduction case ever brought in New York involving Consolidated Edison special franchise property.

      Mr. Tulis has been involved in numerous high profile bankruptcy and other real estate tax matters including obtaining substantial reductions in real estate tax for Consolidated Edison on its Indian Point II power plant and properties throughout the Hudson Valley. His municipal clients include the Town of Rye, Village of Rye Brook, Village of Port Chester, Town of Ossining, the Mount Pleasant Public Library and various other developers and institutions throughout New York State.
       Mr. Tulis is presently Chair of the New York State Bar Association Bankruptcy Committee of the Business Law Section and has chaired, written for and spoken at numerous NYSBA and local bar association continuing legal education programs.

      Mr. Tulis is a graduate of New York University School of Law (1975). He is currently Chairman of the Board of the Westchester County Healthcare Corporation which operates the Westchester Medical Center in Valhalla, New York. Previously he was a Westchester County Legislator, a Town Supervisor and councilman in the Town of New Castle has participated in numerous civic, charitable and other political endeavors. He has been afforded the highest attorney rating by Martindale Hubbell.
